Enugu Govt Lists 105 Layouts for Revalidation

The Enugu State Government has announced the commencement of a major land administration reform involving the revalidation and digitization of 105 layouts across the state.

The exercise, which is being coordinated by the Office of the Surveyor General under the state’s Survey Records Modernization Programme, aims to create a comprehensive and verifiable digital survey database that will enhance transparency, protect ownership rights, and improve land-related service delivery.

According to a public statement signed by the Surveyor General of Enugu State, Surv. Chime Justus U., the programme requires all landowners, estates, and property developers within the listed areas to submit their layout and survey documents for verification and revalidation.

The statement explained that the process will include digital conversion and plot mapping and the issuance of new electronic survey plans and certificates to replace the existing paper-based records.

“This initiative is a vital step toward modernizing land administration in Enugu State. It will ensure that all survey data are accurate, verifiable, and digitally preserved,” the statement read in part.

Deadline Set for December 31, 2025
The state government has set December 31, 2025 as the deadline for compliance. After this date, any layout not revalidated will lose official government recognition, and all plots within such layouts will be tagged as unverified in the State Land Database.

Property owners are therefore urged to act promptly by visiting the Office of the Surveyor General or their respective Local Government Survey Desks to complete the revalidation process.

Among the layouts listed for revalidation are:

Independence Layout Phases I–III, ECS and Extensions

Central Business District, Old GRA

Emene Industrial/Residential Layout

Nkpokiti Layout

Idaw River Layout

Heritage Estate

Golf Annex Phases I & II

WTC Ogui New Layout

Harmony Estate Phases I–III

Golf Course Layout Phases I–V

Tourist Estate, and many others.

The statement reaffirmed the government’s commitment to modernizing its land information system to promote transparency, efficiency, and investor confidence in the real estate sector.
